西汉文帝时期，官僚地主等加重对农民的剥削，农民生活极其困苦，很多人破产逃亡，太子家令晁错写《论贵粟疏》上书给皇帝，提出打击商人投机倒把的行为，限制官僚地主对农民的盘剥，提出政策稳定，不能朝令暮改，注重发展农业生产。
