战国时期，燕昭王即位后，一心想振兴燕国，想招揽天下贤才为之服务，就与谋士郭隗商量计策。郭隗说：“今大王想招揽贤才，请先从我郭隗开始。像我这样的人都能被重用，那么比我能干的人肯定会来归附的。”燕昭王采纳他的意见。
