北宋时期，革新派范仲淹因上书言事而遭贬斥，余靖上书说情也被降职。到了庆历年间，宋仁宗赵祯又任命余靖为右正言谏官。开宝寺灵感塔发生了火灾，有人借机鼓吹迷信而重修灵感塔，余靖上书说：当前西部战事不断，百姓流离失所，十室九空需要安抚。
