清朝时期，浙江刘中丞被御史告状，朝廷派钦差大臣去查办，该大臣到了浙江后采取“只拉弓，不放箭”的办法，想叫刘中丞贿赂他，于是让学生拉达对过道台说要二百万两银子就能过关，过道台写了字据给拉达，禀告刘中丞，刘中丞叫他见风使舵。
