惠州府归善人，字男兆，号龙潭。嘉靖四十四年进士。由福清知县入为户部主事，改御史，以谏受把汉那吉降，贬合阳丞。万历中官右副都御史，巡抚甘肃。宁夏哱拜叛乱时，自请往击，寻代为宁夏总督。事平，入为南京工部尚书。有《运筹纲目》、《决胜纲目》。
