（973—1039）河南人，字子正。真宗咸平间进士。累擢知制诰，以不善制辞，出知应天府，改扬州。未几，权知开封府。后历知杭州、河南府，所至有惠政。仁宗明道二年，拜参知政事。景祐二年，知枢密院事，寻拜同中书门下平章事。四年，以无所建树，及与同僚屡起忿争，为韩琦弹劾，罢相，出判河阳。卒谥文惠。
