杜常，字正甫，生卒年不详，卫州（今河南汲县）人，昭宪皇后族孙。宋英宗治平二年（1065）进士。神宗熙宁末为潍州团练推官，历都水监勾当公事、提举永兴军等路常平等事、河东转运判官。元丰中提点河北西路刑狱，移秦凤路，入为开封府判官。哲宗元佑六年（1091），为河北路转运使，知梓州。元符元年（1098），知青州。改郓州、徐州、成德军。徽宗崇宁中拜工部尚书。以龙图阁学士知河阳军。卒年七十九。以诗鸣于世。《宋史》卷三三○有传。
