杜淹（？－628年），字执礼，京兆杜陵（今陕西长安）人，唐朝宰相，隋河内太守杜征之子。杜淹出身于京兆杜氏，早年曾在隋朝为官，担任御史中丞，后效力于王世充，授为吏部尚书。投降唐朝后，被唐太宗引为天策府兵曹参军，文学馆学士。杨文干事件中受到牵连，被流放巂州。唐太宗继位后，杜淹回朝，授御史大夫，封安吉郡公，后以吏部尚书之职参议朝政，成为宰相。贞观二年（628年）病逝，追赠尚书右仆射，谥号为襄。
