潘佑，[公元？年至九七五年前不久]字不详，本幽州人，徙居金陵。生年不详，约卒于宋太祖开宝八年以前不久，年三十六岁。唐时累官虞部员外郎、内史舍人。在南唐时期，从挽救危难时局出发，借鉴《周礼》古经实行变法，变法很快失败，但其变法思路与历史影响不可抹杀。通过发掘考察李觏、王安石的有关作品，可以证明潘佑变法对李觏、王安石的学术思想产生了影响，王安石变法是包括潘佑、李觏在内的晚唐以来南方文化的一个合理发展。
