申明恤刑诏，梃重舍轻疑。
从此四三日，油霈洽封圻。
又闻尧汤世，水旱轸君慈。
振救自有术，敛散适所宜。
元元无菜色，九载尚熙熙。
周礼地官职，皇舞虽有祈。
道经莅天下，伤民诚弗为。
惟神禀聪正，远鬼务肃祗。
愿守有常德，可戒兴妖思。

（971—1031）宋大名人，字子仪。真宗咸平元年进士。杨亿试选人校太清楼书，擢第一，以大理评事为秘阁校理，预修图经及《册府元龟》。真宗、仁宗两朝，屡知制诰及知贡举，预修国史。尝拒草丁谓复相位制。官至翰林学士承旨兼龙图阁直学士，终知庐州。工诗，与杨亿时号“杨刘”。与杨亿、钱惟演等合编《西昆酬唱集》，后世称“西昆体”。有《刑法叙略》、《册府应言》、《玉堂集》等。
