成都新繁人，字公仪。仁宗天圣间进士。历通判苏州，有惠政。庆历中擢侍御史，上言论李用和不宜除宣徽使，又奏减资政殿学士员、召待制同议政、复百官转对等。后以龙图阁学士知滑州，用州兵代民以修河备。请知杭州，帝赐诗宠行。累迁右谏议大夫，徙江宁府，又徙河中。喜为诗，多警句。有《奏议》。
