（1020—1090）婺州东阳人，初名甫，字元发，以字为名，更字达道。仁宗皇祐五年进士。历开封府推官、盐铁户部判官。神宗初进知制诰、知谏院，除翰林学士、知开封府，出知郓州、定州。数言新法害民。坐妻党犯法，黜知池州，徙安、筠、湖三州。哲宗时再知郓州，值岁饥，赈济流民。徙真定、太原府，治边有方，号称名帅。卒谥章敏。有《孙威敏征南录》。
